Quick way to make a hyperlink to a desktop file

Does anyone know of a utility or something that will make a Lifebalance-friendly hyperlink to a desktop file, e.g., so I can make a lifebalance task called:
"Read latest status report..."
and embed in it one of those "file:\\ref%20pathtofile"
I can type them by hand, but they're a pain in the neck, or write a utility to do this. There must be an easy way to accomplish this but I don't know what it is.

About the only thing I've found is to Open File in a web browser, then cut and paste the URL that appears in the address box.

I have been using PathCopy with great success. It is freeware.
From the website:
Ninotech Path Copy is a shell extension for Windows 95, 98, NT4, 2000, and XP that enables to copy the path of a file or directory to the Clipboard. You can then paste the path in to your document, e-mail, etc. You copy the path of a file or directory by right-clicking it in the Windows Explorer and choosing Copy Path from the context menu. The context menu then offers nine standard ways of copying the path, in addition to the user defined copying methods that you create yourself:
