A Few Thoughts and Questions

Hello,

Fairly new user of LB. Been a Palm user for 9 years. I use LB 3.5beta for Windows and Palm.

Can Life Balance allow me to filter things by effort? This would allow me, when I have low energy, to still get things done when I cannot do anything above a certain effort level.

Yes, but with Places, not with the effort level

What some users have done is created an "@LowEnergy" or "@BrainToast" Place and assign the low energy tasks to that. You can then filter the tasks as usual. Use Places as usual i.e. include them in other Places as appropriate.
