I got this list by dragging from the outline into the TextEdit application. And then copied -> paste into the post. This time I copied my message and paste special into Microsoft Word as unformatted text:

The importance for all of these tasks are set to the same level. All of the tasks are in a place called Weekly Review.
It's not a huge deal, but it seems strange that the order should change if the importance and the date due are set the same.
Are you absolutely sure that -R e v i e w P e n d i n g a n d S u p p o r t F i l e s and -B e C r e a t i v e a n d C o u r a g e o u s are otherwise identical to all the other subtasks?
I just went through and double checked. Took my mouse on the slider and made sure the importance is set all the way to the right and the effort is all the way to the left. The only difference between the two are notes.
I may have figured out a workaround. It seems that if everything is equal in LB it will sort by the order that the item was entered inside of a parent. Not by the order you place them in the outline.
I went through, deleted all the items and entered them in the order that I wanted and they appear correctly.
The problem with this is what if I want to enter another item and have it appear in between two previously entered items? I can enter the item, move it to the place where I want it to appear, but when I go to the ToDo list it will appear in the order that I listed it in. If I really want it to appear in order, I'll need to delete all items that appear after where I want the item to appear, enter the new item and then re-enter the other items.
Personally, I think it makes more sense, if all items are equal that they appear in the order that I have in LB. But this could make sense that items that are older appear farther up on the list.
Well, I mostly just wanted to make sure that we really were dealing with a list of items with exactly the same priority. We don't make any guarantees that order has any effect except in the case of "complete subtasks in order".
Philosophically, since all these tasks have exactly the same priority, it shouldn't matter what order you do them in. If the order is important, then you need to adjust your settings to reflect that order, e.g. by using "complete subtasks in order" or by tweaking the priority of the tasks.

Some of the older members might have created that expectation. Back in the days of 2.1 the order (top to bottom) was the tie-breaker for equal tasks. I'm not sure anyone made note of the fact that the behavor has changed.
Great thought Scott! I was so focused on why this wasn't working that I lost track of what I could do to make it work. Just set the importance different! Why I didn't think of that?
